I think you are right. When I am called in as an executive coach to help a derailed manager it's not his technical skills that got him or her into trouble - it's the people stuff. I would say that having some awareness of the importance of improving people skills is generally (always?) preceded by "disquiet". For me, disquiet urges us to expand ourselves. I love the term.
